Committee Terms of Reference

Finance, Buildings & Personnel Committee

Terms of Reference:

  1. In conjunction with the Headteacher to draft the first formal budget plan of the financial year, for approval by the full Governing Body.
  2. To establish and maintain an up to date 3 year financial plan.
  3. To monitor income and expenditure, including virement decisions, significant anomalies from the anticipated position and report termly to the Governing Body.
  4. To ensure the school operates within the financial regulations of the County Council and the requirements of the Schools Financial Value Standard (SFVS)
  5. To monitor expenditure of all voluntary funds kept on behalf of the Governing Body.
  6. To annually review charges and remissions policies and expenses policies.
  7. To make decisions in respect of service level agreements.
  8. To make decisions on expenditure following recommendations from other committees.
  9. To ensure that Pay Review Committee and Pay Appeal Committee decisions are appropriately funded.
  10. To ensure as far as is practical that any Health and Safety (H&S) issues are appropriately funded in accordance with priorities.
  11. Ensure that buildings and the learning environment are maintained and fit for purpose.
  12. Oversee the use of the premises by outside users.
  13. Establish and keep under review an asset management /building development plan.
  14. Establish and keep under review and Accessibility Plan.
  15. Ensure that adequate provision is made to make the building safe and secure, Health and Safety policy.
  16. To carry out an annual review of the staffing structure in consultation with the Headteacher.
  17. To oversee the appointment procedure for all staff.
  18. To establish and review a performance management policy for all staff.
  19. To keep under review work/life balance, working conditions and well being, including the monitoring of absence.

Meetings: termly

Disqualifications: when there may be a conflict of interest; a fair hearing is required; or a pecuniary interest. Associate members may not vote.

Pay Review (First) Committee

Terms of Reference:

  1. To act in accordance with the Teachers Pay Policy adopted by the Governing Body to include matters relating to: teaching and learning responsibility payments, SEN (Special Educational Needs) allowances, recruitment and retention payments, points for previous experience, bursaries, regradings.
  2. To report to the Finance Committee on Pay Review-related expenditure.
  3. Capability.
  4. To make any decisions under the personnel procedures adopted by the Governing Body, e.g. disciplinary, grievance, ill health etc where the Headteacher is the subject of the action.
  5. Reducing the staffing.

Meetings: Autumn term, plus as and when necessary.
Disqualifications: School staff, Pecuniary interest, Headteacher, Chair of Governors (if prior knowledge or involvement), Spouse/Partner.

Headteacher’s Performance Review Committee

Terms of Reference:

  1. To arrange to meet with the External Adviser (EA) or School Improvement Partner (SIP) to discuss the Headteacher’s performance targets.
  2. To decide with support from the EA or SIP whether the targets have been met and to set new targets annually.
  3. To monitor throughout the year the performance of the Headteacher against the targets.
  4. To make recommendations to the appropriate committee in respect of awards for the
    successful meeting of set targets.

Meetings: Autumn term, plus monitoring meetings.
Disqualifications: the Headteacher and staff

Appeals Committee

Terms of Reference:

  1. To consider any appeal against a decision to dismiss a member of staff made by the Hearing/First Committee (or Headteacher if delegated).
  2. To consider any appeal against a decision under the personnel procedures adopted by the Governing Body. (eg. disciplinary, pay review etc.).
  3. To consider any appeal against selection for redundancy.

Meetings: as and when required. Must have no fewer members than the Pay Review (First) Committee.
Disqualifications: Headteacher. Any governor who was involved in the hearing. Spouse/partner.

Admissions Committee

Terms of Reference:

  1. To determine within statutory provisions and the Governing Body policy whether any child shall be admitted to the school.
  2. To review admission arrangements and to make recommendations for changes to the Governing Body.

Meetings: When required.
Disqualifications: Associate members may not vote.

Curriculum and Standards

Terms of Reference:

  1. To make recommendations to the GB and review the school’s curriculum statement and policies as required regarding the National Curriculum.
  2. To conduct the school with a view to promoting high standards of education achievement (SSFA 1998)
  3. Ensure that the school works in partnership with the Church, its community, parents and other schools, and demonstrates an Anglican Christian approach
  4. To monitor the development and delivery of the curriculum within the school as below:
    a. In collaboration with the staff to provide information about how the curriculum is taught, evaluated and resourced;
    b. To review the policy and provision for sex education and to make recommendations where necessary;
    c. To review and report information about school performance to parents according to statutory requirements
    d. To set targets for achievement at KS1 and KS2. Monitor the school’s performance against these targets
    e. To ensure that every child receives the full statutory curriculum that the school must provide
    f. To ensure that a report on each pupils educational achievements is forwarded to their parents/guardians annually
    g. To ensure that PE is taught as part of the school curriculum and to monitor the quality and adequacy of provision
    h. To encourage the promotion of an ethos that encourages participation in competitive sport both within the school and between school.
  5. To ensure that the school meets the requirements of the SEN and relevant disability
    legislation:
    a. To ensure that the school’s policy on SEN is consistent with the code of practice and  Equalities Act and that arrangements are made to ensure the policy is monitored and reviewed regularly. The policy is known to parents
    b. To ensure the effective integration of children with SEN
    c. To monitor the achievement of disadvantaged groups and the impact of policies on race, SEN, Looked After Children and disability on pupils, parents and communities
    d. To ensure that the school has a curriculum policy that meets pupils’ needs
    e. To ensure that the school has policies on Race and disability Discrimination
    f. To ensure that the school fulfils its statutory responsibilities in terms of Race discrimination
    g. To ensure each child is able to reach their potential including the gifted and talented
  6. To review the policy and provision for collective worship and RE and to make recommendations where necessary
    a. To monitor pupils’ attitudes, values and how other personal qualities are developed within the school through the provision of RE and PHSCE and that parents are told of their right to withdraw their child
  7. To monitor and review PHSHE issues as below;
    a. To monitor nutritional standards within the school to include school meals, snack provision and food available during wrap-around provision
    b. To consider the development and implementation of a whole school drugs policy
    c. To consider the development and implementation of sex and relationships education and consult parents. Agree the content and organisation of the school’s programme of sex and relationship education and notify the parents of their right to withdraw their child.
    d. To monitor the provision of extra-curricular activities including overnight stays provided to encourage recreation and social development
    e. To set attendance targets and monitor the school’s performance against these targets
    f. To consider out-of-hours provision (wrap-around provision, study support, extended schools)
    g. To ensure the school has an effective behaviour and anti-bullying policy. Monitor the implementation of this policy and its impact
    h. To monitor the development of pupils’ attitudes, values and other personal qualities
    i. To ensure that the school has an effective School Council. The GB takes account of the School Council in determining the way in which the school is conducted
  8. To monitor the development of community involvement in the school as below:
    a. To ensure that the school works well with its community, parents and other schools
    b. To ensure the school works effectively with other agencies to support vulnerable children and their families
    c. To ensure that adequate provision is made for the transition between primary and secondary education
  9. To monitor, review and contribute to the School Development Plan
  10. To contribute to and review the SEF
  11. To monitor the pupil premium expenditure and to ensure that it is used to “narrow the
    gaps”.
  12. To receive reports on assessment, tracking and provision for all pupils and that all children make good progress and that “differentiation” is evident across the school at all levels.
  13. To monitor, review and receive reports on safeguarding processes and to ensure that all procedures are fully complied with.
  14. To act as Pupil Discipline Committee for Permanent/Fixed term exclusions.
  15. To consider any complaints (if required under the School Complaints Procedure).
